Educational Environment Reinforcement Project for IT Engineers as “Immediate assets” in Hanoi, Vietnam

With the rise of world-wide demand for IT industry, Vietnam government has been working on cultivating IT industry. However, the demand for skilled IT engineer is still high in the local industry.

To improve this situation, establishing an effective educational system with well-thought training curriculums and materials is required for raising IT Engineers as "Immediate Assets.

Short-term Technical Seminar held on August 2015

We held the Short-term Technical Seminar inviting two experts from Nextech Co., Ltd. in Sapporo on 17 August 2015 with Entry Level Training mentioned above.

The purpose of Short-term Technical Seminar, inviting the active engineers in Sapporo IT industry as lecturers, is to move ahead on the interaction at field level through technical guidance to local engineers.

IOT Network Workshop for Active Engineers and University Students by Mr. Anh of Nextech

In the Workshop of afternoon session, attendants divided into groups consisting of students engineers mixed then implemented the group-discussion about the given issue and presented the results. The workshop is rather new as pencil-and-paper except PC and/or electronics devices and all attendants discussed eagerly led by engineers in spite of first meeting.
This is just an aside that after all the sessions, two experts from Nextech provided eagerly technical assistance and training for attended students.

There is newfound thing that Workshop implemented by foregoing style showed to inspire aggressiveness so we’ll try to adopt this way to next program.

Activities in August 2015; Implementation of Entry Level Training

Seminar for Entry Level in 14 August 2015

VINASA requesting the timing of implementation in summer vacation, Entry Level Training is conducted two weeks (or 10 days) targeting twenty-seven junior and senior students from three universities such as National University of Hanoi, Hanoi University of Science and Technology, and Thang Long University. Until now SITF (Sapporo IT Front) dispatched the lectures to implement training courses but from now, passing a half of project duration, Vietnamese Lectures who have attended TOT course implement the training course aiming at self-sustainability.

As at June 2015, Vietnamese Instructors’ Team decided the assigned area then accommodated the contents and training materials. Final agenda is as follows:
3 Days of Web Service Development
2 Days of Embedded Development
3 Days of Android Application Development
2 Days of IOT (Internet of Things) Solutions based on unifying three technologies mentioned above

Audiences are assigned into 9 teams or 3 audiences per a team and each team tackles to the issue. Even marathon lecture all attendants participate with eagerness and concentration. It seems to attain the goal of Entry Level Training that after studying all the technological fields by hands-on audiences experience development work at close to actual site and broaden their perspective.

Activities in July 2015; Implementation of Training in Japan

Seminar in 12 July 2015

 

Since the attendants to join the programs completed the technical curriculum for TOT, they and members of the work group were invited to join the training in Japan during the period from 3 to 12 July 2015.

 

The purpose of this receiving training is as follows:

To wrap up TOT, attendants inspect the application of IT to other fields and industries.

Attendants discuss the method to vitalize regional economy through international cooperation with Japanese party especially in Hokkaido.

 

Delegation visited inspection site and organizations as followings:

Hub of industry-academia-government collaboration in Sapporo,

Technical education and training agencies to foster industry-ready human resources, and Sites of agricultural farms and firm to using IT.

Members of the delegation have different background but they raised a question at any occasions and discussed eagerly.

 

After the courtesy call to the Mayer of Sapporo City on 9 July 2015, delegation attended the seminar on Japan-Vietnam IT Industry cooperation. Even a shortage of enough time to discuss by the condition of conference room, the conclusions are summarized as follows:

To implement the collaborative R&D activities by IT industry between both regions,

To promote human exchange not only IT industry but all sectors.

 

SITF will look for the possibility to realize above and the way to regional vitalization.

Activities in May 2015; Implementation of TOT for Embedded System Development

During the period from 16 to 27 May, TOT for embedded system development, which was the last technological field was conducted.

Embedded technology, a pro-hardware field, is said to be rather weak part for the Vietnamese Software Industry so the main theme is set the software implementation based on a simple and light software and design hardware and circuits. Thanks to evolve the hardware rapidly, the development method has been changing dramatically with comparison to five years ago. The core part of the development, on the other hand, such as development of software upon request from the hardware design and specification is similar as before so the training is implemented by including the topics of high application potentiality such as lecture’s experience and control theory. There are many trainees to have no experience to fabricate hardware so the contents of the training are to start from the on-and-off control of LED, environmental data acquisition from sensor and to the control of output device related to said activities. All the trainees participate in this course eagerly.

 

After learning all the elements of embedded development, the trainees fabricated IT solutions in the level of proof of concept (PoC) to be unified the technologies learned for solving the user scenario prepared. The trainees work out each technology then accomplish the modules for the solution at the end of training of each technical field. Combining each module, the trainees compose the final solution. The trainees had a hard time finishing the total design and linkage method of each module then eventually, except a few trainee, trainees fabricated them following the prepared method. The trainees tackled the solution development using the remained time of embedded training but are no good with this part so it should take time to this part in future.

Seminar on IT Education Management

On 22 May 2015

On 22 May 2015, We held Seminar on IT Education Management targeting local IT Educators from our project view point of enhancing the educational foundation as similar manner of last year.

 

The Lecturer of Seminar was Professor Tsuyoshi Yamamoto, Representative of Board Member of NPO and Graduate School of Information Science and Technology, and theme was the way of attaining IOT and required HRD. The attendants of the seminar are rather active educators and asked questions of technically detail in the Q & A session.

 

After the seminar we invited Professor Yamamoto to come to the Training of TOT and asked to explain the detail of the Sensor Network Device developed by himself. Trainees of TOT should have a wider view to look and touch the different device and to study of various manner of utilization through the explanation.

Activities in February and March 2015; Implementation of TOT for Mobile Application Development

Seminar for Instructors in 13 March 2015

 

After Tet holidays, the second TOT training was implemented during the period from 28 February to 12 March 2015.

 

The content of the course in this time is to learn the technology of mobile application development. Specifically Android application development is covered but it should be careful its rapid technological evolution, actually new development tools and OS version release recently. In the course the latest development environment is used but when the course will be implemented continually the rapid evolution makes update the curriculum and education material difficult. In the phase of self-sustaining training, it is very important to cope with such a rapid technological change.

 

The trainees took a wait-and-see attitude in the first training course but open up to one another in this time and raise a question frequently. We frequently heard that Vietnamese engineers are not good with teamwork and were suggested by the counterpart in the situation of falling utterly silent at the first day of training that Vietnamese are reluctant to raise a question. In this time the trainees, because of shaking down, are uproarious but not disorderly in the room, they support each other.

 

 

Based on a previous training reflect of cramming too many items, the training is implemented in a conscious manner as giving knowledge to react rapid technological evolution and adopts an in-depth contents beyond application level such as a role of OS, process of task scheduler, and programming for restrictive devices.

 

Activities in January 2015; Implementation of TOT for Web Service Development

Seminar for Instructors in 30 January 2015

 

It takes long time from start of the project (nearly one year), the training of trainers (TOT) is implemented during the period from 17 to 29 January 2015.

There are twelve attendants consisting six from five universities, four from private IT education organizations, and two from the work group as observers. Currently there are various technological accumulations in Web Service Development. In addition the development process has been changing to develop the mover and the continuity. These changes require the knowledge used in the actual development site so we are forced to change the planned schedule as giving up the rest days to assign the continuation class tightened. Finally the schedule becomes very tight. There are various out put forms in the Web services by nature so the beginners often confuse their complexity. It may be difficult for the trainees to understand the conceptual part of Web services because of cramming too many items in the curriculum, which should be modified soon.

 

All the attendants except a few are educators and not developers. Such educators train IT engineers whose bread-and-butter job are IT development or candidate IT engineers. In this situation, the educators are required strongly not only to provide the practical programming technique but also to give the event needed in the actual development site. In addition, educators should train to certain level as the trainees can implement self-sustainable study to understand the technology in depth and expansion after the course. In the TOT training, we intend to provide reflection above and to train based on the curriculum for the engineers training as well.

Seminar on IT Education Management

On 21 May 2014

 

We held the seminar as a first official training of the project being intended to promote of understanding by the local stake holders for importance of IT Engineer Training and of building and consolidating the education environment in Hanoi. The lecturer was Professor Tsuyoshi Yamamoto, Representative of Board Member of NPO and Graduate School of Information Science and Technology and the title was “Cyber-physical system: Connecting real world things by information technology”.

 

 

The audiences, over 30 people from the industry-and-academia educators, eagerly listened then discussed issues of HRD in Vietnam, whole concept of education, and fostering IT industry at the Q & A session.
